About the Programme and Client
The NATO Communications and Information Agency (NCIA) is responsible for providing secure and effective communications and IT services to NATO member countries and partners. The NCIA provides services including cyber security, command and control systems, satellite communications, electronic warfare, and information management. The program includes the Assistance and Advisory Service (AAS) and related components delivered by the NCI Agency to enable secure, high-performance operations.
Role Duties And Responsibilities
- Engage with JISRC staff (Technical Subject Matter Experts, Service Delivery Managers, Project Managers) to understand and document current and future system/service capabilities; collaborate with Chief Technology Office staff, specifically the JISR Segment Architect and JISR Segment Service Engineer.
- Document JISR workflows and processes at technical level.
- Develop high level overview of technical solutions in place.
- Deliver JISR as-is architecture, capturing all current JISR services, applications and system capabilities, their inter-dependencies and the technologies used.
- Deliver JISR to-be architecture.
- Deliver an implementation roadmap that specifies how to achieve the to-be architecture.
- Advise on technical synergies, gaps and opportunities identified.
Essential Skills, Experience And Certifications
- Minimum 5 years’ of proven experience in solution architecture delivery.
- Minimum 2 years’ technical knowledge of the JISR process and ongoing programmes.
- Proven experience in developing architectures for NATO and/or defence customers.
- Experience using Archimate and Sparx Enterprise Architect.
- Proven experience in writing large, structured documents.
- Proven ability to integrate and work in a multinational team.
Education
- MSc degree in Computer Science, Software & Systems Engineering, or a related field, or, exceptionally, demonstrable alternate qualifications with at least 6 years’ extensive and progressive duties relevant to the services outlined in the Statement of Work.
Language Proficiency
- Fluent in Business English.

Working Policy
- On-site (or flexible working with on-site requirement at NCIA The Hague, The Netherlands, as agreed with JISRC, anticipated 1-2 weeks per month).
Travel
- Some travel to other NATO sites may be required.
Security Clearance
- Valid National or NATO Secret personal security clearance.
