For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organisational Context The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of four units; the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit, which provides value for money goods and services required by all Organs of the Court; the Logistics and Transport Unit (LTU), which provides distribution, supply chain services, fleet management, and shipping at HQ and Field Locations, local transportation mail operations and archiving at HQ. The Travel, Visas and Privileges Unit (TU) is responsible to provide all official travel of the ICC, related visa services, resident permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation. The Chief GSS, also responsible for the Courts commercial insurance programme, reports to the Director of Management Services. Duties and Responsibilities Within this framework, and under the direct supervision of the Chief General Services Section, the incumbent will perform the following duties:

Responsible for the operation and management of, including alterations and improvements to the 56,000 m2 purpose built premises of the Court;

Provides facilities management services at the rented, leased or owned premises at the Court’s remote field locations;

Supervises and then manages the FMU Section team and develops the strategic (10 year), tactical (annual/bi-annual) and operational (weekly) work programmes of the Unit, carrying out all required programmatic/ administrative tasks;

Provides efficient procurement and contract management of major in-house and external services providers and building operations, prepares documents to issue tenders for contractors and calculates and compares costs for required goods or services to achieve maximum value for money;

Supervises and coordinates the work of contractors, including establishing Key Performance Indicators to monitor their efficient performance, together with benchmarking against recognised industry standards;

Proposes and implements modifications and enhancements of existing facilities to meet functional, operational efficiency and requirements in order to ensure maximum value for money for the Court;

Provides for all client demand and facilities-based hard and soft FM services in all Court locations, reporting as necessary to the Chief, GSS, for procurement, management and liaison with all relevant contractors for hard and soft services, in order to ensure their optimisation and timely, efficient delivery;

Reviews and develops processes, Key Performance Indicators and procedures related to all Facilities Management services and provides policy guidance and advice on the operation and maintenance of support services, as well as on facilities relevant policies and procedures;

Prepares and provides input to the overall budget proposals for the Facilities Management Section as part of the General Services budget, including all those for the total cost of ownership of the premises (TCO) including the operational maintenance, running costs and future planned capital replacement cost, to ensure the protection of the asset value of the Court’s premises;

Prepares Facilities Management training plans and procedures and carries out special assignments in the field of building and services engineering, operation and maintenance;

Essential Qualifications Education: Advanced university degree in facilities management, building management, engineering and building services engineering, architecture, business administration or other related area. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree. Experience:

A minimum of seven years (nine years with a first-level university degree) of relevant work experience in the building services, engineering and facilities management and/or construction industry.

Experience in and knowledge of building management services, change management processes and programme delivery of projects is required.

Expertise in staff management, project management, procurement and preparation of strategic plans and financial budgets is required.

Experience working in an international organisation is desirable.

Knowledge, Skills and Abilities:

Knowledge of the following aspects:

Best practice models, KPI’s and standards relating to facilities management.

Computer and ERP systems, preferably SAP and Planon.

Keeping up-to-date with new developments;

Ability to maintain effective working relations using, as a minimum the ICC’s performance management system.

Able to establish and maintain effective working relationships in a multi-cultural and multi-ethnic environment.

Ability to maintain high performance in customer service through transparent communication and friendly advice.

Knowledge of Languages: Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 – ) to implement a tenure policy at the Court as of 1 January 2025. – The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy.
