About the Role
A key construction project in the Rotterdam region is seeking an experienced Construction Engineering Supervisor – Heavy Lifting & Rigging / Appointed Person. This position will play a central role in the safe execution, coordination, and approval of heavy lifting and rigging operations for the Rotterdam Hydrogen Facility.
You will ensure that lifting plans are compliant and executed safely, while working closely with contractors, quality teams, and site management to deliver on performance, safety, and schedule targets.
Responsibilities
- Full supervision of all heavy lifting and rigging operations on the project site
- Technical review and approval of lifting plans
- Ensure execution aligns with safety regulations and engineering best practices
- Coordinate with quality control on implementation and monitoring of ITPs (Inspection and Test Plans)
- Deliver daily supervision reports detailing contractor performance, safety metrics, schedule and cost impacts
- Participate in daily safety audits, toolbox talks, and other HSE initiatives
- Drive compliance with BSP (Basic Safety Process) principles and contribute to a proactive safety culture
- Complete and maintain Learnex training requirements and site-specific onboarding
Requirements
Mandatory Certifications (Copies Required):
- Valid VCA-VOL Certificate
- Valid Appointed Person Certificate (Heavy Lifting)
Professional Requirements:
- Extensive experience supervising heavy lifting and rigging in industrial construction environments
- Proven track record in approving and managing complex lift operations
- Understanding of local (Dutch/European) HSE and lifting regulations
- Strong interpersonal, communication, and reporting skills
- Ability to coordinate multiple stakeholders under high safety standards
- Fluent in English (Dutch language proficiency is a plus)
Working Hours & Schedule
- Standard working day: 10 hours (may increase upon request)
- Work week: Monday to Friday (weekend work possible with notice and within labor law limits)
- Overtime: Paid only if pre-approved by the client
- Remote work: Only allowed with prior approval from the Site Manager
- Leave: Can be requested (unpaid) with at least one week’s notice
Travel
- Daily commuting between site/accommodation/home is at own expense and must occur outside working hours
- Business travel requested by the client is reimbursable
Client-Specific Requirements
- Workers must comply with all client KPIs including:
- Participation in safety programs and daily supervision duties
- Completion and maintenance of Learnex training modules
- One-week mandatory onboarding at client head office before site work begins
- Daily discipline-specific reports with safety, quality, and contractor performance data
- Collaboration with quality department to ensure ITP compliance
- Consistent failure to meet performance expectations or contract terms may result in disciplinary action
